It happened at a meeting of NATO leaders in Romania. Kevin Rudd has defended it by saying it was just a joke.

The President annoyed Australians by describing previous prime minister John Howard as his deputy sheriff in the Asia Pacific region.

It is widely supposed one of the reasons Rudd beat Mr Howard was because of his support for the Iraq war, and his perceived closeness with George W Bush.

Politicians are worried Kevin Rudd's gesture is being seen as a sign that he is being subservient to the USA.
