Last-minute changes have been made to a long-awaited report on the actions of police after Jean Charles de Menezes was shot, it has been confirmed.

A detailed inquiry into the aftermath of the shooting will be published by The Independent Police Complaints Commission (IPCC) on Thursday.

The report is expected to contain some criticism of senior Metropolitan Police officers including the UK's most senior counter-terrorist officer Andy Hayman

But officers facing criticism in the report threatened a legal challenge that led to minor changes being made, the police watchdog has confirmed.

They began an application for a judicial review on the grounds that the police watchdog breached procedural rules.

The report is expected to contain some criticism of senior Metropolitan Police officers including the UK's most senior counter-terrorist officer Andy Hayman.

The Assistant Commissioner will be singled out for being deliberately misleading over what he revealed on July 22, the day of the shooting.

It remains to be seen whether his boss, Commissioner Sir Ian Blair, will be criticised.

Mr de Menezes was shot dead at Stockwell Tube Station by a squad of counter terrorist officers who mistook him for a wanted failed suicide bomber.

The shooting came in the aftermath of the July 7 London bombings and the day after a group of men launched a fresh wave of failed bomb attacks.
