Once one of the world's biggest polluters, California is in the process of a green makeover and Governor Arnold Schwarzenegger has been looking to Tony Blair for inspiration.

The Prime Minister and Mr Schwarzenegger recently traded ideas in a video conference call and it's hard to know who was more star-struck.

"The Prime Minister has been a great inspiration to many countries all over the world" - Arnold Schwarzenegger

Mr Schwarzenegger said: "The Prime Minister has been a great inspiration to many, many countries all over the world because he is a pioneer in a way.

"He has had the guts to sign the Kyoto agreement and show people you can protect the environment and protect the economy too."

Earlier, Mr Blair, Chancellor Gordon Brown and Environment Secretary David Miliband outlined Britain's environmental battleplan.

The blueprint sets legally-binding targets for cutting carbon dioxide emissions by 2020 and 2050.

Mr Miliband said the Bill was "the first of its kind in any country", and Britain was "leading by example".
