Blatter takes on the clubs
Fifa president Sepp Blatter is pressing on with plans to limit the number of foreign players in club football.
Blatter says the success of Premier League clubs in the Champions League this season proves a quota is needed to ensure local players get to represent domestic teams.
He wants every team to be limited to five foreign players and six from the country the team plays in.
Blatter said: "The big money is coming out of the Champions League, it's the biggest league in the world and practically 80 per cent of the income goes to the directly to the 32 participating clubs.
"This season, there were four English teams in the last eight, three in the semi-finals and two in the final. The Champions League has been very successful financially but it has also favoured national inequality."
"This rule will be fighting against the monopolies of clubs and leagues but we are not fighting the problem of money but for the identity of national teams."
Blatter does not believe his 'six-plus five' rule would break EU employment law because he says clubs will be free to buy as many foreign players as they like.
The European Union and Uefa do not agree but Blatter wants to introduce his rule in stages so six domestic players represent every club by 2012.
Blatter also wants to introduce a five-year residency rule before a player can represent a country he does not qualify for through birth or family.
Several Brazilian players now qualify to play for other countries, including Arsenal striker Eduardo who plays for represents Croatia.
Blatter added: "After only a two-year period, a player can receive nationality from another country and there is a danger that in 2014 half the players in the World Cup could come from Brazil!
"That's why the executive committee will propose that only after five years being resident that a player can become a 'football citizen'."
